The outcomes of the second research and rating of cities’ international activity were presented at the UCLG World Council meetings in Hangzhou, China in December 2017. Over 80 Eurasian cities took part in the research, among them only 54 cities were admitted to the ranking.
Khabarovsk, Russia, has become the absolute leader of the rating. Perm took the second place; Stavropol is at the third place. Among the five leaders are Kazan (Russia) and Osh (Kyrgyz Republic).
The winner among the small cities (with population up to 50 000 people) is the city of Magas (Ingushetia, Russia). Magadan (Russia) actively engages in international activities among medium-sized cities (with population from 50 000 to 100 000 people). The city of Almetyevsk (Republic of Tatarstan, Russia) has headed the list of big cities (with population from 100 000 to 250 000 people). Stavropol has become the best among the large cities (with population from 250 000 to 500 000 people). Khabarovsk has the highest rates in the group of the largest cities (from 500 000 to 1 000 000 people) and Perm has the highest rates among the cities with population over 1 000 000 people.
The research includes not only grading the cities; its objective is to define how cities are working towards development of international relations and which cities are doing it best. The emphasis is put on the activities of local governments.
The information on the most effective/ ineffective and wide-spread methods of enhancing the international visibility will be presented on the basis of the analysis. The experience of the rating’s winner will be analyzed and presented as the best practice.
As of today such projects have not been conducted. The Cities’ International Activity Research is an unprecedented initiative supported at Eurasian and global level. The next research is planned to be conducted with participation of cities of other UCLG regional sections.
