New rules of municipal improvement in the city of Kirov: an ideal we want to reach

New rules of municipal improvement approved by deputies of the Kirov City Council at the end of last year have been operating in Kirov since January 2013.

All changes have been designed to meet the terms of the decree of Regional Development Ministry of the Russian Federation “On approval of recommendations for the development of standards and rules of landscaping municipalities” and recommendations of the prosecutor of Kirov.

The new rules set a time limit for cleaning period in winter season - from October 15 of the current calendar year to April 15 of the following calendar year. These dates are subject to change in case of significant weather deviation from climatological normals.

Cleaning of territories in winter used to include shoveling snow, chipping ice, treatment of road surfaces, sidewalks and yards with deicing materials and snow removal. Now there is also: formation of snow shaft for following snow removal, removing of snow barriers near public transport stops and entrances and exits of administrative and public buildings, and pedestrian crossings. As a result of this work passing of public transport and movement of pedestrians should become easier.

The new edition of the Rules of improvement reflected the most relevant problems of the city: snow packs and ice formations are not allowed on sidewalks, walkways and stair approaches; snow barriers are prohibited near public transport stops.

The new edition has a set of rules for frequency of cleaning and treatment of sidewalks with deicing agents: it is supposed to be done within 4 hours after the beginning of snow, in case there is an ice warning - within 2 hours after the notification. Work must be started immediately with the beginning of snowfall, and the most dangerous areas must be treated in the first place: steep descents, turns, bridges, overpasses, tunnels, passenger transport area, and railway platforms.

New rules and terms of snow removal have been defined as well. Snow must be removed from public transport stops, pedestrian crossings, bridges, overpasses, and crowded places within 24 hours, and within 3 days when it concerns domestic territories and interyard passages, remaining areas should be cleaned not later than 5 days after the snowfall.

Implementation of regulations will be monitored by inspectors of territorial administrations. Each district is divided into sections which are provided a dedicated specialist, who checks if street cleaning is performed properly, whether there are container platforms, if icicles are removed from roofs and so on. Thus, there are 9 inspectors in the largest district of ​​the city - Leninsky. They found and compiled 8500 protocols on administrative violations and recovered about 4 million rubles in 2012. Today they check their sites taking into account the new rules of municipal improvement.
