"A creative work changes not only a city, but also the person doing such a work"

In the framework of inter-municipal cooperation on March 5, 2013 there was a meeting of the head of Kirov Vladimir Bykov with listeners of Junior Academy of Public Administration (JAPA) of the Republic of Mari El and the Kirov region. "I am glad that our city is hosting guests these days, the mayor said in his welcome speech. I am doubly glad that you are not just observers, but the people who will soon have to make management decisions on the development of our cities – Kirov and Yoshkar-Ola".

Cooperation agreement between the Assembly of Deputies of Yoshkar-Ola city district and Kirov City Council was signed in June 2009. The parties have committed to establish and develop contacts between deputies, committees and administration employees as well as to develop proposals in various areas of mutual cooperation.

Today the Kirov and the Republic of Mari El are connected not only as neighbors, but also due to good, working relationship. Not long ago, representatives of Yoshkar-Ola city district during their working visit to Kirov were presented our experience in the organization of the territorial public self-government (TPS) bodies and the practice of holding city contests of social initiatives. And in June 2011 a delegation from the Kirov municipality led by the head of the city Vladimir Bykov paid a working visit to the city of Yoshkar-Ola, where, in turn, it studied the work experience of the Council of Deputies for the improvement and development of territories. The experience turned to be very useful: taken were on board not only effective methods of urban management, but also the experience in finding additional sources of funding to make the city more developed and comfortable for living.

Today, the mayor Vladimir Bykov told JAPA listeners about the main directions of the city development, including the preparations for the celebration of its 650th anniversary: ​​"We accept the anniversary of Kirov as an additional cause to use the accumulated management experience in order to change the appearance of the city, the level of its communal infrastructure and to improve significantly the reliability of life support system performed here. It is not the job of one year or two, so we have started the preparation for this big event for the region’s history beforehand. We have 11 years before us and big goals".

"What will our city look like in the year of its 650th anniversary you will see for yourself, assured Vladimir Bykov. You are young people and you will have the opportunity to become witnesses of the anniversary events. Better yet, if you're lucky to participate in them. It is a creative work. It changes not only a city, but also the person doing such a work. I wish you to just that kind of work. "
