Meeting of the Committee of the All-Russian Congress 2021

On June 18, 2021, a meeting of the Committee of the All-Russian Congress of Municipalities on International Municipal Construction was held in a mixed (face-to-face and online) format, dedicated to international municipal cooperation at the present stage.

The Congress Committee focuses on the draft Federal Law No. 1164301-7 "On Amendments to the Federal Law "On General Principles of Organization of Local Self-Government in the Russian Federation" and Article 26-3 of the Federal Law "On General Principles of Organization of Legislative (Representative) and Executive Bodies of State Power of the Subjects of the Russian Federation" (on the implementation of international and foreign economic relations by local self-government bodies).

The meeting was opened by the President of the Congress, the first deputy head of the United Russia faction in the State Duma of the Federal Assembly of the Russian Federation Viktor Kidyaev.

An important area of regulation proposed by the draft law is to ensure the coordination of the international work of municipalities by state authorities. When we talk about the unity of the public power system, we need to work on the coordination of draft international agreements of municipalities, as well as on the registration of already concluded agreements. It is important to first assess the scope of work – it is necessary to take an inventory of existing foreign relations of municipalities and identify the range of thematic relations", Viktor Kidyaev said.

Dmitry Volvach, Deputy Minister of Economic Development of the Russian Federation, discussed the issues of legislative regulation of international and foreign economic activity of municipalities and their formation in his speech.

Yulia Manakhova, Director of the Department of Constitutional Legislation, Development of Federal Relations and Local Self - Government of the Ministry of Justice of the Russian Federation, spoke about the development of legal regulation of the powers of local self-government bodies in the field of international and foreign economic activity and their interaction with state governments of the subjects of the Russian Federation.

Stanislav Bedkin, Deputy Head of the Federal Agency for Nationalities Affairs, and Leonid Yezhov, Adviser to the Head of Rossotrudnichestvo, took part in the discussion of the provisions of the draft law and the assessment of the role of the international activities of municipalities, as well as municipal diplomacy.

Olga Kamneva, Head of the Regional Development and Investment Support Department of the Tambov Region, spoke about the partnership and twinning relations of the cities of the Tambov region, the interaction of regional state authorities with municipalities, as well as holding online events with foreign partners of the cities of the Tambov region.

The Head of the city of Perm, Alexey Demkin, made a position on the draft law under consideration at the meeting, touching on the issues of de-synchronization of the directions of international inter-municipal cooperation and legally regulated issues of local significance, as well as on the coordination of international activities between regional state authorities and local self-government bodies. The speaker also spoke about the formation of a" field of trust " between Russia and its foreign partners, achieved, among other things, through municipal diplomacy.

Member of the Presidium of the Congress, Chairman of the Council of Municipalities of St. Petersburg, Head of the delegation of the Russian Federation to the Chamber of Local Governments of the Congress of Local and Regional Governments of the Council of Europe (CMRCE) Vsevolod Belikov reported on the work of the Russian delegation, the priorities of the CMRCE, the exchange and replication of experience, as well as the participation of Russian municipalities in European cooperation programs.

Rasikh Sagitov, Secretary General of the Eurasia Section of the World Organization "United Cities and Local Governments" (UCLG), highlighted the work on creating recommendations for local governments on the development of international relations, conducting training seminars on sustainable development goals, and also spoke about the book "Development of international inter-municipal cooperation in the Russian Federation and the countries of Eurasia". It presents material on the development of international relations between Russian and Eurasian cities, information about the structural divisions of municipalities responsible for external relations, information about membership in international organizations and twinning relations, as well as many other useful facts about international inter-municipal cooperation.

The Congressional Committee decided to accept comments and proposals to the bill considered at the meeting by the Congress until June 30, 2021.
