Ilsur Metshin, President of UCLG-Eurasia and Mayor of Kazan, became the leader of the national rating of mayors based on the results of October-November 2024. The study, dedicated to the assessment of the performance of 88 heads of regional capitals and major financial and industrial centers of the country, was prepared by the Information Communication Center “Rating” together with the Financial University under the Government of the Russian Federation.
The results of the rating were obtained on the basis of absentee questionnaires, as well as absentee and face-to-face surveys of representatives of the expert community. As an international recognition of Metshin’s merits, the analysts took into account his re-election as the President of UCLG-Eurasia, as well as his election as the President of the UN Advisory Committee of Local Authorities.
Sergey Sobyanin, Mayor of Moscow, ranked second. Mikhail Afanasyev, Head of Tyumen, took the third place, Maxim Ryashin, Mayor of Khanty-Mansiysk, ranked fourth, and Ratmir Mavliev, Head of Ufa, is the fifth. The top ten leaders also included heads of UCLG-Eurasia’s member cities: Khas-Magomed Kadyrov, Mayor of Grozny (7th place) and Alexander Rozbaum, Mayor of Veliky Novgorod (10th place).
