Global Observatory of Local DemocracyEuro-Asia Regional Section Workshop for experts on local self-government will be held in Moscow on 19 February 2010 in order to prepare the 2nd chapter of GOLD (Global Observatory of Local Democracy).

The Global Observatory on Local Democracy and Decentralization (GOLD) was launched by UCLG in 2005 as part of its objective to become a main source of information on local self-government, local authorities, governance, local democracy and the exchange of know-how. GOLD provides information on the state of decentralization and its evolution, self-government and local governance across the world.
The “First global report on decentralization and democracy in the world” was published and presented in October 2007 during the 2nd World Congress of UCLG in Jeju (South Korea).
March – September 2009 experts and officers of Euro-Asia secretariat prepared the second chapter of GOLD which was devoted to local governments financing. In the country data sheets local, regional and central government budgets, information about transfers between budgets and tax system of the countries were presented. We fulfilled data sheets for every of 13 countries of our region.
The next stage of the work in this direction is organizing of regional seminars for experts participated in preparation of country data sheets. Euro-Asia regional seminar for experts will take place on 19 February 2010 in Moscow. The experts will present their individual country contexts and data collection processes.  They will discuss and make recommendations. The results of the seminar and country data sheets will be presented on the III Local and Regional Leaders World Summit (III World Congress of UCLG).
