On October 6, Kazakhstan will hold a referendum on the need to build a nuclear power plant. The referendum question is posed as follows: “Do you agree with the building of a nuclear power plant in Kazakhstan?

Kassym-Jomart Tokayev, President of Kazakhstan, in his decree also instructed “the Government of the Republic of Kazakhstan together with the Central Election Commission of the Republic of Kazakhstan, other central state and local executive bodies of the Republic of Kazakhstan to take necessary measures to organize and conduct a republican referendum”.

It should be noted that discussions on the need to build nuclear power plants have been underway in Kazakhstan for a long time. While nuclear power remains a highly debatable topic, a number of its undoubted advantages should also be emphasized: clean, affordable and reliable energy, reduction of greenhouse gas emissions, which has a favorable impact on the effects of climate change, high capacity factor, and savings.

This referendum demonstrates the commitment of the Kazakhstani governments to the democratic development of the country and the realization of the fundamental principles of the UN Sustainable Development Goals. Thus, the involvement of civil society in the decision-making process correlates with the SDG principles of “to leave no one behind” and “partnership”, implying interaction with citizens and the most vulnerable groups when planning development programs.

The cooperation of different levels of government in preparing the referendum is in line with the principle of multi-level governance, and the complex approach is expressed by maintaining the course of reducing the negative impact of human beings on the environment.

Among the UN Sustainable Development Goals to which the ongoing referendum can be attributed:

- Goal 7: Affordable and clean energy. Objectives:

  • 7.1 By 2030, ensure universal access to affordable, reliable and modern energy services.

  • 7.3 By 2030, double the global rate of improvement in energy efficiency.
