В Стамбуле 27-29 октября пройдет 5-я Международная конференция городов Всемирного наследия Евразии

 

The 5th International conference of Eurasia World Heritage Cities took place on 27-29 October 2011 in Istanbul. The conference gathered the Mayors of the cities, the representative of the local and regional authorities, heritage preservation and branding experts from total 47 cities and 22 world countries.

The conference was devoted to the heritage of the future generations. This topic was discussed at the world level for the first time, and considered the city as a unique historical asset regardless of its antiquity and the cultural and historical sites it possesses.   The conference called for the participants’ attention to the modern culture and architecture and regarded it as a future heritage.

The cities should overcome the total similarities and should have their unique inimitable face.

The sessions of the Conference were discussing the followings subjects:

1.            The revival and the popularization of the historical centres.

2.            Reconstruction and preservation of the historical mode of life, establishment of the creative clusters.

Вот уже многие годы правительства стран и общественные организации занимаются сохранением наследия. Мы реставрируем исторические памятники и возрождаем исторические центры городов. Однако мы забываем о том, что необходимо не только сохранять, но создавать наследие для будущих поколений. Нужно воспринимать то, что создается сегодня, в контексте всей истории, и воспринимать это как изначально историческую ценность, претендующую на будущую защиту.

27-29 октября 2011 года в Стамбуле пройдет  V Международная конференция городов Всемирного наследия Евразии на тему «Наследие будущих поколений». Подобные конференции с большим успехом уже проходили в Казани, в Сафранболу (Турция), в Лицзяне (Китай), в Суракарте (Индонезия).  Предстоящая конференция имеет особое значение, так как она затрагивает совершенно новую для мировой общественности тему и возможно откроет новое видение мирового наследия.
Развитие понятия «наследие» продолжается, и в связи с ростом числа и расширением типов объектов наследия сам город превращается в уникальную историческую ценность вне зависимости от древности и признанности содержащихся в нем культурно-исторических ценностей.
Каждый город мира по-своему уникален, независимо от того насчитывает ли его история тысячелетия или всего несколько десятков лет. Нужно чтобы название города автоматически вызывало определенную ассоциацию. Например, всеобщие ассоциации: Париж – Эйфелева башня, Копенгаген – статуя русалки, Лас вегас - казино. Для этого необходимо выявить сильные стороны города, его преимущества перед остальными и развивать признание их в обществе. Если у города нет особенностей, то их нужно создать.
К примеру, Астана пропагандирует себя как самый молодой город, и эта ассоциация уже достаточно крепко закрепилась в умах людей. Хотя в Астане нет ни особо привлекательного климата, ни богатого исторического наследия, сюда приезжает немало туристов.
Таким образом, современная культурная городская политика – это не только сохранение наследия, но и создание новых ценностей. Один из модных сейчас механизмов регенерации городов – это создание креативности городов.
Важной стороной городской креативности становится поиск историчности вне зависимости от срока жизни города. Городское общество активно включается в поиск и сохранение объектов культурно-исторического наследия. Этот поиск предполагает выявление объектов прошлого, признание объектов настоящего и моделирование объектов исторического будущего. В новом историческом контексте даже кварталы «хрущоб» могут стать культурной ценностью и туристическим активом, если в них воспроизвести быт времен СССР.
Сейчас ведется очень активная подготовка к конференции. К разработке тематики привлечены ведущие мировые специалисты в области брендинга, дизайна и сохранения наследия. В рамках конференции пройдет грандиозная выставка, где города и эксперты представят свои инновационные проекты.

The first day of the conference started on October 27 with opening of the Heritage Exhibition. The chairman of the Metropolis Municipal Council of Istanbul, Akmet Selamet and the secretary of the Kazan Duma, Lyudmila Andreeva opened the exhibition.  Kazan, Ufa, Istanbul, Safranbolu, Sviayazhsk Bolgar, Ulan-Udeh, Elabuga, Delhi presented their heritage.  The exceptional expositions were prepared by Ufa, Yakutsk, Safranbolu, and Kazan.

The exposition by Ufa -decorated in the national style and bearing the brand of Bashkortostan - the Bashkir honey, kurai and the folk craftsmen products – were highly esteemed by the Conference participants.   The enchanting sounds of kurai and the soulful Bashkir songs sparked the audience’s admiration. 

The Yakutsk stand represented Guimbarde, the Yakut national musical instrument.  The Vice –Mayor of Yakutsk, Georgiy Ivanov played a beautiful Yakut tune on Guimbarde. The guests were particularly impressed by the mysterious and cryptic shamanistic ritual. Shaman set the bonfire in the exhibition hall and called out the spirits of the ancestors to bless the food, to give happiness, wellbeing and protection from evil influences for all those present. 

A beautiful and extended exposition was presented by the Turkish city Safranbolu. National costumes and decorative craftsmen works and patterns, as well as the Turkish cuisine impressed the exhibition participants.  The architectural stylistics of Safranbolu was also presented at the exhibition.

Kazan was deservingly represented in 4 stands and struck with its extensiveness and stylistic unity.  The sites of Kazan’s present and future heritage rose a vivid interest among the attendants.

 Every participant received the CDs, beautiful cards and interesting brochures about Kazan.

Ilsur Metshin, OWHC Eurasia President, the Mayor of Kazan opened the ceremony with the greeting speech.  Ilsur Metshin called for the cities to actively work in the field of heritage preservation and promotion and emphasized the exceptional role of the international organizations in experience exchange and growth of the cities’ recognition.

“We are the first to touch upon the subject of the future generations’ heritage. The major idea is the creation of the future historical and cultural heritage and its branding.  There are many new cities in the world that can’t boast of a significant Участники конференцииhistorical and cultural heritage. They can change this drawback into their advantage. Thus, being at the stage of establishment they can build the town considering modern necessities, planning the city without traffic jams and with a perfect infrastructure.

They can set objectives to create a unique city’s face and involve best architects, urban planning specialists, designers and culturologists

I am sure, if we work systematically, the time is coming soon when our new towns will be flooded with tourists”. 

“The problem of cities’ blue print similarities is the world’s actual problem. Indistinguishable architecture, gray streets and standard events, identical monuments, Our task is to fight this monotypes and reveal the uniqueness of our cities, arising from the peculiarities of the place, history, human resources, the city’s role in the system of other settlements of the country and of the world. The name of the city should immediately bring to mind a positive association, which doesn’t look like any other.  Each city has its own peculiarity and our task is to find or create it”.

“The city’s participation in the international organisation activity is mandatory for creation of the favourable international image of the city and increasing its recognition in the world. As a modern person can’t live without a mobile or Internet, the modern city oriented to future and working for its citizens wellbeing, has to be integrated into the world processes and collaborate with international organizations”.

Denis Ricard, OWHC Secretary General, also greeted the participants at the opening ceremony. Among other speakers were the General Consul of the Russian Federation to Turkey, Alexey Erkhov, and the Mayor of Istanbul, the President of the Association of Turkish Municipalities, OWHC President. Kadir Topbas. The latter expressed the words of gratitude for hosting the 5th International Conference of the World Heritage Cities in Istanbul and exchanged the city’s experience of the heritage preservation.

The video-greeting to the Conference participants was sent by ICCROM Secretary General, Munir Bushnaki, who could not participate in the Conference in person.  

The first session of the conference was devoted to the topic “The revival  and popularization of the historical centres”. Within the framework of this topic, the speeches were given by the Head of non-commercial organisation “The Republican Fund of Tatarstan historical and cultural monuments revival”, Tatyana Larionova, presenting the project  of “The reconstruction of the historical heritage sites of the Great Bolgar and the isle-city Sviyazhsk”. 

Olga Avksentieva, the head of architectural monuments and cultural heritage of Kazan preservation, presented the heritage and the brand of Kazan.

Nejdet Aksoy, the Mayor of Safranbolu, Valentina Zakharkina, the Vice-mayor of Velikiy Novgorod and Alexander Pechenkin, Deputy Director of Elabuga State  conservation museum presented the heritage of their cities and the methods of the heritage popularization. Sanubar Bagirova, UNESCO heritage preservation expert, presented the heritage of Azerbaijan.

The second session touched upon two subjects simultaneously: the role of cultural and historical heritage in city’s recognition promotion. The speeches on this subjects were given by Talantbek Kasymov, Vice-Mayor of Jalal-Abad,  Kyrgyzstan; Kamil Nugaev, the Head of Spassky Municipal Region of Tatarstan; Syntimir Bayazitov, the Vice-Mayor of Ufa, Russia; Muslim Huchiev, the Mayor of Grozny who gave speech on “the role of cultural and historical heritage in rebirth of the Chechen capital”, that was accompanied by the photographs o the rebuilt Grozny.  Mr. Huchiev told the participants about the Republic government’s great attention towards the preservation and revival of heritage sites. In his speech, Khuchiev also remarked on the import role of the World UCLG Organisation in the cities’ development and formation of the positive cities’ image.

The conference participants highly esteemed the positive changes taking place in the Chechen Republic “being the sample of the efficient policy of the regional government”.

The Vice-mayor of Yakutsk, Georgiy Ivanov and the Head of the historical Fund of Heritage Revival “The Huns Fund”, Oleg Bulutov, gave speech on the topic of “The reconstruction and preservation of the historical mode of life and the establishment of the historical clusters”. Oleg Bulutov presented the project of the currently built creative cluster “The Ancient city of Huns” where the Hun’s mode of life will be accurately reproduced”.  Furthermore, this creative cluster will not only be established for the tourists’ visits, but also for the people to live in. The project is scheduled to open in 2016.

The third session was devoted to the issues of brand creation and the role of the Internet resources in creation of the city’s image.   Denis Vizgalov, the city marketing and city branding expert, the Head of the Social Politics and Public Communication department of the City Economy Institute, shared with the participants the secrets of the successful city branding. Such cities like Dnepropetrovsk (Ukraine), and Fatyh (Turkey) presented their brands.

Laxmi Saxena, the Director of UNESCO representative in India spoke on the role of the Internet resources in establishment of the positive city image.

Gintaras Grachauskas, the Vilnius Mayor Councilor, presented the Internet project “The window to the Eurasian cities”.

The Conference was closed by Ilsur Metshin, the President of OWHC-Eurasia, the Mayor of Kazan and the Kadir Topbas, Mayor of Istanbul, President of the Turkish Municipalities Union, President of UCLG.

 «I’m sure, that this conference, that has taken place in this city, entirely correlates with the idea of Eurasia, both physically and spiritually and has become the platform for taking important decisions”, said Topbas.

Practical workshops took place on the third day of the Conference.  The participants got acquainted with the heritage of Istanbul, visiting the Blue Mosque, the Sofia Cathedral, the Topcape Palace, the Aquarium of Istanbul promising to become the future heritage, and many other places.

On the whole, the conference was held at an exceptionally high level, both from the scientific and practical point of view.  The high level reports in the area of the cultural heritage with the reviews of the relevant problems and the ways of solving them were presented and the scientific sessions. .  

According to the conference results, the Declaration was ratified, where the participants recognized the “Modern historicity” to be a base of the sustainable development. The created and preserved today, should be regarded as the heritage of tomorrow, as the historical asset from its inception, requiring the future protection.
