On January 19, 2009 Safranbolu (Turkey) and Elabuga (Russia) became twin-cities.


On January 19, 2009 in the framework of the Organization of World Heritage Cities a cooperation agreement was signed between Elabuga (Russia) and Safranbolu (Turkey). From now on they are officially twin-cities. A delegation of Safranbolu leaders headed by the Head of the Region Gokhan Ozcan and the City Council Deputy Yalcin Ozyorek came to Elabuga in order to participate in this ceremony. The day before the agreement was signed the Turkish delegation was offered a tour around the city of Elabuga.


Elabuga City is an observing member of the OWHC Euro-Asia  and also an active member of the UCLG Euro-Asia.  The Mayor of Elabuga Mr. Ilshat Gafurov is a member of UCLG World Council.    


The agreement was signed by two Heads - Mr. Ilshat Gafurov and Mr. Gokhan Ozcan. Both parties are convinced that cooperation between the cities will be developing in all kinds of directions: exchange of students and professionals in the area of sciences and education, cooperation in the field of culture, public health and sports, TV and radio broadcasting.
