Busan: Aid Effectiveness

Dear members,

As we have previously informed you, from 29 November to 1 December 2011, Ministers, Governments officials, Parliamentarians, representatives of local authorities, of civil society and of the private sector from around the world, will meet in Busan, Republic of South Korea, with the intention of participating in the Fourth High-Level Forum on Aid Effectiveness, which carries on the discussions of the Paris Agenda.

Around two thousands delegates will revise the progress achieved so far with the aim of designing development cooperation processes with greater efficiency and larger impact. They will jointly take on new commitments so that the aid agenda contributes to reduce poverty and to the realization of the Millennium Development Goals. Credentials

Credentials for local and regional governments can be obtained via UCLG. If you wish to be included in the list that will be sent to the Working Group on Aid Effectiveness –the Forum’s organizers-, please note that the deadline is 22 October.

The delegates will have the opportunity to participate in all sessions as observers. Unfortunately, UCLG does not have access to financing to take care of the delegates’ participation.

Final document

UCLG is the formal representative of local and regional governments at the negotiation table organized by the OECD and will present, jointly with the Development Cooperation Committee and the CIB Working Group, the inputs made to the final documents based on the consultations realized with the relevant partners. Following our Circular 15, enclosed you will find a new version of the Outcome Document in which we have managed to maintain the reference in the first paragraph to local governments as participants both in the Forum and the Outcome Document and the reference in paragraph 17 in which the essential role played by local governments is explained.

Side event on local and regional governments

United Cities and Local Governments (UCLG), jointly with Regions United (RU/FOGAR), the Informal Working Group of Partners that Works on Decentralization and Local Governance (DeLoG) and the ART initiative of the UNDP, will hold a side event to which you are invited. This event will be an opportunity to highlight the potentialities of local and regional governments and of their networks, as well as of the development partners, in order to improve aid effectiveness and achieve sustainable human development in the framework of multi-level and multi-stakeholder governance. The event will also stress the importance of having complementary stakeholders at the sub national level as well as between the different levels of government (local, regional and global) to obtain effective development results.
