Двадцать второе заседание Совета управляющих ООН Хабитат прошло в г. Найроби, Кения с 30 марта по 3 апреля текущего года

The 22nd session of the Governing Council of the UN Human Settlements Programme (UN-HABITAT) was held in Nairobi, Kenya, from 30 March to 3 April 2009, and brought together close to 800 delegates from 104 countries, representing national governments, NGOs, and local governments and their associations.


The Governing Council adopted a resolution on cities and climate change and requested the UN General Assembly to convene a third UN Conference on Housing and Sustainable Urban Development.

The Council also adopted a resolution on affordable housing finance, which Anna Tibaijuka, UN-HABITAT Executive Director, cited as a major milestone. She stressed the importance of affordable housing and accessible urban infrastructure and basic services in tackling persistent urban poverty, noting that they are "key ingredients to ensuring that our cities and communities can better withstand the effects of climate change."


The Governing Council meets every two years to examine UN-HABITAT's work and relationships with its partners. The Council is composed of 58 member states. It is a high-level forum of governments at the ministerial level during which policy guidelines and the organization?s budget are established for the next two-year period.

UCLG Euro-Asia Secretary General Mr. Rassikh Sagitov was a representative of Euro-Asia Local Governments and a member of Russian delegation. Also the delegation consisted of the Minister of Regional Development of the Russian Federation Mr. S. Kruglik, Mayor of Khabarovsk Mr. A. Sokolov, Mayor of Gelendgik Mr. V. Khrestin, Senior Deputy Mayor of Petropavlovsk-Kamchatsky Mr. N. Pegin and also the representatives of Tatjikistan and Armenia.

On March 29 in the Russian Federation embassy there was a welcome dinner in honor of the delegation on behalf of the Plenipotentiary Representative of the Russian Federation in Nairobi. 

A meeting of the UN Council on Local Authorities composed out of 20 Mayors of world leading cities also took place during the period of the Governing Council Meeting.
