The meetings of the Executive Bureau of the World organization “United Cities and Local Governments” were held from May 13 to 15 in Brussels (Belgium) in the framework of the Brussels Urban Summit. The theme of the Executive Bureau was “Local and Regional Governments driving high-impact actions to accelerate common goals”.

The Financial Management Committee session was held June 13 to discuss the organization's expenses and closing accounts for 2022 and to present the execution of the budget for 2023. The Committee on Statutory Affairs met June 14 to touch on updates to the UCLG governance structures, Policy Councils, membership issues, etc. Both meetings were held in a closed format.

The Executive Bureau working session was held June 15 in a hybrid format, with the possibility of online connection. The first part of the working session was focused around institutional issues. The Report of the Executive Bureau in Daejeon, the Report of the Financial Management Committee and the Report of the Committee on Statutory Affairs were also listened to and approved, further implementation of the Pact for the Future was discussed as well.

The second part of the session provided an update on policy and strategic priorities, including speeches by members of the Presidency on priorities for future work.

The raised during this session topics of multilateralism, cooperation with partner organizations in order to solve global problems, in particular, with UN-Habitat organization, as well as the role of local and regional governments in global processes also deserve special mention.

“We believe that inclusive multilateralism plays a very important role. This is our common agenda. We believe it is the only way to achieve the Sustainable Development Goals (SDGs) and the implementation of the New Urban Agenda and the agreements reached in Paris. ...We have a clear goal that, with the necessary tools and in compromise with local governments, in partnership with civil societies, with groups of young people and other stakeholders, we will introduce strategies, innovations that will support local representatives to implement the UN 2030 Agenda in different parts of the world. Its implementation together with other organizations will lead to significant changes in the development of our planet”, said Raf Tuts, Director of the Global Solutions Division at UN-Habitat.

It should be noted that at this event UCLG-Eurasia was represented by Vice-Mayor of Kazan Evgeniya Lodvigova, the delegation of representatives from Osh led by Vice-Mayor Nurbek Kadyrov, the delegation from Astana headed by Deputy Mayor Erlan Bekmurzaev, Secretary General of UCLG-Eurasia Rasikh Sagitov, Chairman of Ulyanovsk City Council Ilya Nozhechkin, Head of Public and External Relations of Samara Municipality Sergey Samartsev. According to organizers’ estimates, the UCLG Executive Bureau gathered more than 200 participants offline in Brussels.

Note: The Executive Bureau, which gathers twice a year, is composed of 116 political representatives nominated from all world regions. The Bureau is responsible for initiating proposals and carrying out the decisions of the World Council. It is in charge of the World Organization’s administrative and financial management and prepares the ground for the content of the meetings of the World Council. The Bureau also makes recommendations about international processes and policies and the production of policy papers.
