SUMMIT OF LOCAL GOVERMENTS

    In June Kazan became a place of realization of the international actions which are taking place within the framework of Days of celebrations in honour of the millennium of Kazan. Among them General Assembly of local authorities of Eurasia, VI Congress of historical cities and regions of Russia, Days of the European Heritage, Meeting of Brother cities, international seminar of the UN-HABITAT Program, Forum of Islamic cities, II the international symposium "Muslim culture in the Volga-Ural region ", session of Administrative Council of Organization of the World Heritage cities.
    The opening ceremony of Days of celebrations in honour of the millennium of Kazan and Summit of Local Governments "1000-year Kazan ? a window in Europe and Asia" has passed on June 23. About 400 people from 50 countries of the world took part in this ceremony: the mayors of cities of Russia and countries of the Eurasian region, representatives of regional and local authorities, international and Russian organizations, specialists, experts and scientists.
    Many high persons congratulated Kazan with millennium and thanked for organization of Summit and other international actions: Mrs. Gabriella Battaini-Dragoni, assistant of the General secretary Council of Europe, General director of management of education, culture and heritage, youth and sports; Mr. Daniel Byo, assistant of the Executive director of the UN-HABITAT Program; Mr. Khalit  Eren, General director of the International scientific center of history, culture and art of Islam; Mr. George Giannopoulos, President of Organization of the World Heritage cities; Mr. Akmalutdin Ikhsan Oglu, General secretary of Organization of Islamic Conference; Mr. Oleg Sisuev, President of a Congress of municipal formations of Russian Federation; Mr. Gert Hoffmann, ober-burgomaster of Brunswig; Mr. Ghulam Sahi Nurzada, mayor of Kabul (Afghanistan); Mr. Leonid Gilchenko, assistant of the plenipotentiary representative of the President of Russian Federation in Volga-area Federal district; Mr. V. Buyanov, Director of Department of the Executive committee of CIS and many others.

    The greetings of the President of Republic Tatarstan, minister of culture and mass communications of Russian Federation, chairman of the Executive committee of CIS, President of the Russian Union of historical cities and regions were read. The congratulations of Kazan and participants of Summit were sent by the governors of Cairo and Damascus, mayors of Medina, Tunis, Nicosia, Vilnius, Chita, Kursk, Gomel and other cities.    
    The participants have noted that the experience of development of Kazan and activity of bodies of local government of capital of Tatarstan can serve as a good example. Upon termination of opening ceremony the Kazan?s appeal to the General secretary of UN Cofi Annan was accepted.
    The international seminar of UN-HABITAT was held this very day and considered two questions: experience of Kazan in liquidation of slums and financing of the municipal projects by the international credit establishments. The unique experience of Kazan in liquidation of old habitation was marked and which will be distributed in cities of the world within the framework of the projects of UN-HABITAT. Daniel Byo noted also, that the local governments are the basic partners of national and regional authorities. UN-HABITAT already adjusts close cooperation with local bodies of authority during 10 years, as by structures having greatest potential for liquidation of poverty and slums.
