Structured dialogue The representatives of Euro-Asia section of UCLG tookpart in “Structured dialogue” seminar organized by the European Committee inBaku on 9- 11 February 2011.

This is the fourth regional conference, organized by European Union, the first three were held in 2010 in New Delhi (India), Asuncion (Paraguay) and Bamako (Mali).

In the conference the improvement of the European Union assistance to the institutes of the civil society, to NGOs and local governments was discussed.

The EU expends a lot of funds for the development of the democracy and decentralization in many countries. Different organizations and local governments receive the money through grants and special programmes.

In the seminar the NGO and local governments’ representatives together with the developers of the grant programmes were discussing the way of delivering the EU help for the vital needs of the civil society and local governments in the partner-countries.

Among the participants from the Eurasian section were: the Secretary General Rasikh Sagitov, the Vice-mayor of Yakutsk Georgy Ivanov, the Vice-mayor of Karachukhursky municipality Gadir Balayev, as well as the representatives of the municipalities from: Moldova, Georgia, Armenia, Ukraine, Belorussia.

The concluding session for the development of the global aspects of work will take place in May 2011 in Brussels.

During this event, the workshop venues of the Secretary General Rasikh Sagitov with the Mayor of Sumgait city, Vagif Aliev and with the authorities of Baku city took place. The parties discussed the participation of Baku and Sumgait in the activities of the E uro-Asia section.

The agreement with the Mayor of Sumgait on the electronic government project creation and development was achieved.

Rasikh Sagitov also had a meeting with Lyudmila Khalilova, the head of the Azerbaijan Association “Women for the development of the local self-government”. The main directions of cooperation were defined.
