A two-day International Symposium on “Modernization of Local Government in the transforming world” began on May 30 in Bishkek. The head of the Bishkek municipality delivered a welcoming speech to the participants of the symposium. In his speech he noted that Bishkek is ready to embark on a new stage of development of local government associated with the adoption of a new Law of Kyrgyzstan “On local government”. The new law is characterized by new principles of election of deputies of the local Parliament (kenesh), heads of executive bodies of local government and greater independence.

“To date, the joint efforts of the local authorities of Bishkek and the working group established in the Kenesh of Zhogorku, have led to the development of a new draft law “On the status of the capital”. The existing law “On the status of the capital” which was adopted in 1994 does not correspond to today's realities of life. The draft law stipulates a special way of organizing local government in conjunction with the state government with the use of delegated civil authorities. The law is characterized by specific appointments of the mayor of Bishkek, the leaders of territorial bodies of state power. The draft law “On the status of the capital” is aimed at enhancing the role and responsibility of local government of Bishkek in the task of ensuring decent livelihoods of the residents of the city and socio-economic development of the city, as well as raising the profile of the city of Bishkek as the capital of the Republic of Kyrgyzstan”, said Isa Omurkulov.

Strategies and mechanism of modernization of local government, cooperation of expert community, executive and legislative authorities, public institutions aimed at improving local government were discussed at the symposium.
