UCLG-Eurasia’s Members Are the Leaders of the Rating

Grozny, Vladikavkaz and Naberezhnye Chelny are among the top cities with the most favorable social environment. This is stated in the study conducted by the Financial University under the Government of the Russian Federation.

Kaliningrad and Cherepovets round out the top five. Moscow and St. Petersburg are in the sixth and seventh positions respectively, and Kirov and Kostroma rank eighth and ninth.

Experts have found out that destructive manifestations of social life, high conflict of social relations and dangerous living environment are among the main factors that make citizens decide to leave their hometown in search of a better life. The prevalence of alcohol abuse and other bad habits, the number of injuries and deaths on roads, street crime and petty thefts, carjacking and other characteristics of social disadvantage have been used as indicators of destructive behavior. Conflict of social relations has been expressed in the frequency of all kinds of lawsuits, complaints, appeals to law enforcement agencies, etc.
