Kaliningrad together with Kazan selected as a pilot site for the project for reducing greenhouse gas emissions from motor vehicles. It is implementing by Ministry of Transport of Russian Federation, Global Environmental Facility and the United Nations.

The project is aimed to reducing emissions of greenhouse gases by improving the planning and management of urban transport, creating effective monitoring and promotion of environmentally friendly modes of transport. The project will be implemented until 2017 in Kaliningrad.

Project funding from the Global Environmental Facility - 5.4 million dollars. Co-financing of the Ministry of Transport of the Russian Federation will be 8.6 million dollars, from Ministry of Transport and Roads of republic Tatarstan - 113.0 million dollars and from the Government of the Kaliningrad region - 34.6 million dollars.

Subsequently, based on the results obtained in Kaliningrad and Kazan, it will be developed regulatory and legal framework to support the development of low-carbon and hybrid vehicles rechargeable from a household electrical outlet and electric vehicles.
