The Support for Citizens with Disabilities in Moscow. Inclusive Digitalization

The mos.ru portal continues to be adapted for various assistive technologies, including screen access programs (screen readers), speech recognition tools and a high contrast mode. This helps users with disabilities to independently study the portal instructions. The electronic services necessary for them on the mos.ru portal are collected in the category “Disabled” in the catalog of services for residents. This year, most often in this category, citizens applied for a Moscow resident card, signed up for sanatorium and resort vouchers and applied for subsidized meals in school canteens.

People with disabilities of groups I, II and III can apply online for the Moscow resident card for free travel in public transport (metro, ground transport in Moscow and the Moscow region, the Moscow Central Circle, the Moscow Central Diameters, suburban rail transport), doctor’s appointments, discounts on goods and services in more than 8,5 thousand stores of the partner network and much more.

Since this autumn, for blind and visually impaired citizens, the Moscow resident card has been issued in Braille. It contains not only the inscription of the Moscow resident social card, but also other important information: series and number of the card, its validity period and the telephone number of the hotline.

For disabled children and children whose parents (or one of them) are disabled of group I or II, the mos.ru portal also offers an opportunity to apply for subsidized meals in school canteens. These are free daily comprehensive breakfasts and lunches at school for pupils from the first to the 11^th grade.

More and more services for people with disabilities are being transferred into the electronic form. For example, since last December, it had been possible to apply for the provision of technical rehabilitation equipment, prosthetic and orthopedic devices and social services within the framework of the federal list on the mos.ru portal. In addition, it is now possible to apply for compensation for self-purchased technical rehabilitation equipment, as well as for self-purchase of staff within the Moscow list (bedside table, bath seat, etc.) directly through mos.ru. Since last year, there had been a possibility to apply for social services on the mos.ru portal. This greatly facilitates the tasks of those who need social services at home or in hospital. Last autumn, the service of receiving support measures for payment of housing and utility bills and communication services was transferred to the electronic form as well , and it is not necessary to go to the state services offices to apply for benefits.
