Russia Adopts Law on International Relations for Local Governments

President of the Russian Federation Vladimir Putin has signed the Federal Law On Amendments to the Federal Law On General Principles of Local Self-Governance in the Russian Federation and Article 44 of the Federal Law On General Principles of Public Administration in the Constituent Entities of the Russian Federation.

The document regulates the activity of local government bodies concerning international relations and foreign trade.

This legislative act, in particular, establishes the powers of local government bodies in the sphere of international ties and foreign trade, regulates the procedure for the conclusion, registration and publication (promulgation) of agreements on establishing international ties and developing foreign economic activity of local government bodies, as well as the procedure for the formation and maintenance of the list of such agreements.

Thus, it can be noted that Article 69.3 now formally enshrines the right of local governments to participate in the activities of international inter-municipal cooperation organizations.
