GENERAL ASSEMBLY OF EURO-ASIA SECTION OF UCLG

Special General Assembly of UCLG Euro-Asia was held on 4 October 2006 in the city of Kazan in the framework of the World Habitat Day. Assembly should be held in 2007, but in view of that the World secretariat UCLG recommends to hold General Assemblies of the regional sections in the year preceding the World Congress of UCLG (next Congress will be held in 2007 in South Korea), and in connection with the number of urgent problems, such as pre-term abdication of powers of the President of Euro-Asia section by Kamil Iskhakov, it was decided to time the General Assembly of UCLG Euro-Asia to the World Habitat Day in Kazan.

At the ceremony of the Opening of the General Assembly the greeting on behalf of the World secretariat UCLG was read out by the Project Manager of the World secretariat UCLG Sara Hoeflich de Duque.

  
At the Special General Assembly Report of the activity of Euro-Asia section of UCLG for a period 2004-2006 and report of auditing committee were heard, a number of decisions was taken, concerning representatives of Euro-Asia section in the World Council and Executive Bureau of the World Organization UCLG. Mayor of Kazan Ilsur Metshin was elected as a new President of Euro-Asia section. Many words of gratitude were told at the General Assembly to the ex-president of UCLG Euro-Asia Kamil Iskhakov for his important contribution to establishment and development of organization, to consolidation of positions of local governments of the region at the international level during the period of his section management. Kamil Iskhakov ahead of time abdicated the powers of the President of Euro-Asia section UCLG in view of his appointment by the Decree of the President of the Russia to the status of the Plenipotentiary of the President of the Russian Federation in the Far East Federal district and impossibility to fulfil his former duties. Candidature of Ilsur Metshin was proposed on initiative of the ex-president which noted the important contribution of the Mayor of Kazan to organization of the activity of headquarters of UCLG Euro-Asia and drew attention that Kazan as the center of Euro-Asia section fulfils all obligations to the World organization UCLG and pays all fees from its budget for all section. Candidature of Ilsur Metshin was also supported by the members of the Council of Euro-Asia section.

      In the framework of the General Assembly the meeting of the Council of Euro-Asia section was held. New members of UCLG Euro-Asia, that sent applications for entering the organization during the period passed from the previous meeting of the Council, were approved. Proposals on new members of the Council were discussed; as under different circumstances some of it members can not continue their work any more. These proposals were approved at the General Assembly.
