BASHKIR COURTYARDS 2022

In 2011, Neftekamsk will be included in the federal programme “Formation of Modern Urban Environment”. During the first year, 23 yards were repaired. The work was confined to asphalting and curbing driveways and arranging car parking. For this purpose, about 1 million rubles were allocated from the federal budget for the yard.

For the seven seasons, 100 most dilapidated yards in Neftekamsk were brought into line. Further, financing was delegated to regional budgets. In the Republic of Bashkortostan the programme was called “Bashkir Yards”. The city of Neftekamsk has been participating in it since 2018.

Initially, the organizers acted according to the blueprints – sites were selected upon receiving applications from apartment buildings. In 2019, Head of Bashkortostan Radiy Khabirov increased funds by about 7 times per a yard. This project was called “A Comprehensive Improvement of Yard Areas”. An entire group of yards became an object of repair.

The concentration of efforts was cost-effective. As a result, a customer received more for the same money. The parallel attraction of resource-supplying organizations to the repair of network infrastructure enhanced the deepness of the improvement. An integrated approach allowed to create a unified style of a microdistrict.

The development of the project continues. The distinction of the current season is more active participation of citizens. Three meeting of property owners have already been organized to clarify the projects during the work. Such meetings had not been previously held with the stat of work.

There was greater emphasis on the aesthetic. In particular, a heating pipeline was put under ground, a mural on the transformer substation was created during the repair work, and lamps with local expressiveness were used.

Last Tuesday, a group of 8 yards in the western part of Microdistrict No.5 became one of the centers of Day of the Republic on Neftekamsk.

On that day, an official opening of the largest children’s playground in the republic took place as part of the “Bashkir Yards-2022” programme. The event included a children’s concert programme, master classes, animators, sports activities, face painting and sweet prizes. A few dozens of children of different age gathered in the playground. Music was playing.

First Deputy Head of the Administration Ilfat Minyazev welcomed the participants and congratulated citizens on Day of the Republic. He announced the successful completion of the “Bashkir Yards-2022” project and expressed regret that citizens had to endure construction going all summer on next door. He thanked builders and expressed the wish for the improvements made to be saved.

In those minutes not all citizens came to the central recreation area. Mrs. Kashifa was sitting on the bench near the extreme entrance of house No.5 of Kuvykin Alley. She said that she had been living there since the house was commissioned. She claimed that during this time the yard had never been repaired. The fact that a heating pipeline was taken under the ground earned her approval: “It was like industrial area”. She also drew attention to the fact that all utilities were put into the boxes. She noted a roadway.

However, like any woman, she made a remark. An asphalted car parking has appeared under her windows. Precipitation falls here. She is afraid that a discharge pipe will not be able to cope.

In 2023, the implementation of the “Bashkir Yards” programme in Neftekamsk will continue. It is planned to repair and improve yards at the addresses: 23, 23-а, 25 and 27 Parkovaya Str. The citizens’ gathering has already been held. Now, chiefs of the houses are clarifying the project together with citizens.
