On January 17-21, Kazan faced the most powerful snowfall: a monthly norm of precipitation fell in 4 days. This has been a record for the last 14 years. The snowfall caused difficulties in automobile traffic, and air flights were delayed.

From January 17, in Kazan, in connection with adverse weather conditions, the operational plan “Buran” was introduced. The following operational measures were taken:

- Road services organized work in a reinforced mode. The average daily output in these days was 1,115 units of technic vehicles, of which more than 600 units were additional. They were attracted from organizations involved in the construction and repair of roads.

- Snow spreading was done without stopping. In order to ensure uninterrupted work, hot meals for drivers of special technic cars were organized.

- To ensure the road safety on the M12 highway, traffic restrictions were introduced for all types of vehicles, and for trucks and passenger buses on the M7, R241, R239, A295 and A151 highways as well.

- Heating and assistance points for drivers stuck on the highway were organized.

- The entry of large-size vehicles into the city was temporarily restricted. This helped minimize the occurrence of traffic jams.

- In order to reduce the number of cars on the roads, Kazan schools were switched to a distance learning format and people were advised not to use personal transportation. Additional subway cars were launched.

- The hotline “Kind Kazan” was organized for snow removal assistance, which lonely elderly residents of settlements could contact.

Not only janitors, but also ordinary citizens came out to clear snow in the yards. Thus, prompt actions together with the support of the regional government and the help of caring residents made it possible to cope with the emergency snowfall with minimal consequences. Ilsur Metshin, Mayor of Kazan, thanked all those who has participated and continue to participate in cleaning up the city after the heavy snowfall and said that it would take about two weeks to fully eliminate the consequences of the prolonged snowfall in Kazan.
