Moscow Topped the Rating of BRICS+ Cities in Terms of Human Potential

Moscow ranked first in terms of human potential among the 100 BRICS+ megacities in the international City Human Potential Ranking. Experts evaluated major cities on the development of science and technology, education and the labor market according to 197 parameters.

Moscow topped the rating, overtaking such strong players as Hong Kong, Beijing, Kuala Lumpur and Abu Dhabi. Specialists noted Moscow's leadership in key areas. These are the scientific and technological base, the education system, the stability of the labor market, digitalization and support of innovations at the state level.

When compiling the rating, experts used qualitative and quantitative indicators and took two complementary approaches as a basis. The first was “A City for People". It reflects the opportunities that are created for residents. The second was “People for the City” that focuses on the potential and self-realization of the population.

The City Human Potential Ranking was developed in 2023 according to the UNESCO methodology by an international research group of eight reputable universities from developing countries: India, Malaysia, Argentina and others.
